It might be useful for extending plugins to have an API. The most basic API should have the ability to get temporary permissions (per-player and global). And to remove a temporary permission from a player. It might also be useful to call events when a player has a temporary permission added, or a temporary permission removed. Permanent permissions should not be described by the API.
