Starting a Minecraft server with the latest version (1.13)

###What were you expecting?
The file should be downloaded, and the server started.

###What happened?
The software announced download failure, and the file was never downloaded.

###Is there any additional info that might be relevant?
It seems Mojang changed their links again, which seems to require a rewrite of vanilla and snapshot fetching.
